See, the Conquering Hero?

Welcome, as ever, dear readers.

With Star Wars IX to appear in mid-December, completing the series, we’ve been going back through all of the previous episodes, from I (The Phantom Menace)

through VIII (The Last Jedi).

It’s a remarkable achievement and we’re very grateful to George Lucas,

for bringing it so far, even if his strong sense of the story seems to have been abandoned after VI (Return of the Jedi).

Because there are now so many films (including all of the offshoots, like the animated features, as well as Rogue One and Solo), it’s sometimes hard to remember that, once upon a time, there was only Star Wars (only later A New Hope), with its triumphant conclusion—mass formations of troops, Princess Leia in an actual princess outfit, and medals all around.

The next film—now V (The Empire Strikes Back) had a much less secure ending, with Darth Vader and the Emperor appearing to win and Han Solo a prisoner, on his way to Jaba the Hutt,

but VI (The Return of the Jedi) is once more triumphant, both in its original ending, on the forest moon of Endor,

and in the later revised version, where we see galaxy-wide celebrations.

Among the other films, we’ve seen another celebration, on Naboo, at the end of I (The Phantom Menace),

a secret marriage in II (Attack of the Clones),

and a complex web of plot, including the construction of the Death Star, the separation of the babies—Leia to Alderan, Luke to Tatooine—and the funeral of Padme in III (The Revenge of the Sith).

VII (The Force Awakens) had a mysterious ending:  Rey having gone to what appears the far end of the galaxy to find—

while VIII (The Last Jedi) seemed vaguely hopeful, with an unnamed stable boy showing signs of having the Force within him, as Anakin did in I.

With such a build-up, we’ve been wondering how IX (The Rise of Skywalker) will end.  As it’s supposedly the final episode, we assume that it will not conclude up in the air, like V, but will it have a mass celebration, like I, IV, and VI?

Or will it, like III, have multiple endings?  As we’ve thought about it, you could really see that as the case with The Lord of the Rings.

First, like I, IV, and VI, there are celebrations:  of Frodo and Sam at the field of Cormallen, in The Return of the King, Book Six, Chapter 4, “The Field of Cormallen”.

Then, in Chapter 5, “The Steward and the King”, we have the crowning of Aragorn

followed by the wedding of Arwen and Aragorn.

After that, we have the return of the hobbits to the Shire and the defeat and death of Saruman in Chapter 8, “The Scouring of the Shire”.  The Shire has been badly damaged by Saruman and his henchmen, however, so that, although they are gone, the healing will take many years.

And the story doesn’t conclude there.  Only a little time goes by and then there is another ending:  the trip to the Grey Havens and beyond in Chapter 9, “The Grey Havens”.

And then the story finally ends—or does it?  We’ve seen in Star Wars VIII, when the stable boy seems to use the Force, though only for a moment,

the implication that perhaps the title, The Last Jedi, is more of a puzzle than it would first appear.  The very last line of The Lord of the Rings, spoken by Sam, is “Well, I’m back…”  and it’s true, as far as Sam won’t go off on another adventure.  Before this, however, Frodo has been busy writing:

“There was a big book with plain red leather covers; its tall pages were now almost filled.  At the beginning there were many leaves covered with Bilbo’s thin wavering hand, but most of it was written in Frodo’s firm flowing script.  It was divided into chapters but Chapter 80 was unfinished, and after that were some blank leaves…

‘Why, you have nearly finished it, Mr. Frodo!’ Sam exclaimed.  ‘Well, you have kept at it, I must say.’

‘I have quite finished, Sam,’ said Frodo.  ‘The last pages are for you.’”

But what does this imply?  We have no idea what Sam may have added, but the volume Frodo gave him was the origin of The Red Book of Westmarch, the basis not only for The Lord of the Rings, but for The Hobbit, as well.  Are we being told that writing about adventure is an adventure in itself, and almost as important?

When we think of music in triumphs, the first piece which pops into our minds (after the Gungan march, of course) was one written by Haendel (1685-1759), “See, the Conquering Hero Comes”.

It was originally intended for his oratorio, Joshua (1747), but it fit his earlier piece, Judas Maccabaeus (1746) so well that he transferred it to the score of that oratorio.  Judas Maccabaeus was composed as a tribute to the second son of George II of England, William Augustus, the Duke of Cumberland,

after he had decisively beaten the attempt to overthrow his father and replace him with the son of the former monarch, James II, at the battle of Culloden.

Some time ago, we did a posting on The Return of the King, Book Six, Chapter 8, “The Scouring of the Shire”.

At that time, our emphasis was upon its reflection of JRRT’s dislike for the effects of the Industrial Revolution on rural England

and the importance of the chapter to closure in The Lord of the Rings.

In this posting, we want to look at it from another direction and to view Sharkey’s Shire as a kind of proto-fascist state.

Although the word “fascist” is now used pretty loosely as a verbal attack on politicians and political parties with a rightward-lean, it had a more specific meaning in the 1920s and 1930s.  Then, fascists were believers in a kind of militarized state, in which the economy might be in the hands of the government, and the government in the hands of a few (a kind of oligarchy) or even of one, a dictator.  (Here’s a LINK if you want to know more.)

was the first of these who actually succeeded in coming to power.  In Italy, in 1922, he organized a march on the capital, Rome, which would lead to his becoming the head of state (although Italy remained a monarchy, the monarch, Vittorio Immanuele III, was brought out for state occasions only).

Mussolini, to make his power look like a natural historical progression, began using ancient Roman symbols.  One of these was the mark of the escorts to Roman magistrates, the fascis, a bundle of birch rods with an axe in the middle, the sign that a magistrate had the power to inflict not only corporal punishment—the rods—but even death—the axe—on citizens.  This bundle was carried by a lictor, a minor officer of state.  The number of these lictors who marched in front of the magistrate signaled just how important the magistrate was.

Mussolini had his bullyboys, the “Blackshirts”

To emphasize this connection with the imperial past, he went so far as to impress the old initials of ancient Rome, SPQR (Senatus Populusque Romanus—“the Roman Senate and People”) on everything public in sight—even manhole covers (they’re still there to this day).

And his use of the symbol of the fascis was the basis of the term fascism—they’re even all around his tomb.

Mussolini might have been the first of these leaders—or would-be leaders—during this pre-war era, but there were plenty more.  There was Eoin O’Duffy in Ireland, leading his thugs, called “Blueshirts”,

to Vidkun Quisling, with his Nasjonal Samling (“National Party”), who, after the Nazis conquered Norway, actually became leader there,

to Francisco Franco, in Spain,

to Hitler, in Germany,

whose original goon/enforcers were the SA—Sturm Abteilung (“Storm Detachment”) or “Brownshirts”.

In England, Tolkien would have been well aware of Sir Oswald Mosley and his British Union of Fascists.

Hitler had been mocked by the famous silent film comedian, Charlie Chaplin, in his 1940, The Great Dictator,

but, closer to home, Mosley had become a figure of fun in the comic novels of PG Wodehouse

as “Sir Roderick Spode”.  Here he is, memorably portrayed in the 1990-1993 television adaptation, Jeeves and Wooster, by John Turner—much of whose posture was a direct imitation of Mussolini,

even down to his pathetic followers, the “Black Shorts”.

His first appearance was in Wodehouse’s 1938 novel, The Code of the Woosters,

where he is described as:

“About seven feet in height, and swathed in a plaid ulster which made him look about six feet across, he caught the eye and arrested it. It was as if Nature had intended to make a gorilla, and had changed its mind at the last moment…

“I don’t know if you have ever seen those pictures in the papers of Dictators with tilted chins and blazing eyes, inflaming the populace with fiery words on the occasion of the opening of a new skittle alley, but that was what he reminded me of.”  (The Code of the Woosters, Chapter One)

Everything in the “Scouring” chapter, from the “great spiked gate” on the bridge over the Brandywine, to the “Chief’s Men”—who should be wearing brown tunics—to the very name “Chief”, instead of the old Shire title, “Mayor”, reeks of fascism, and, combined with:

“The pleasant row of old hobbit-holes in the bank on the north side of the Pool were deserted, and their little gardens that used to run down bright to the water’s edge were rank with weeds  Worse, there was a whole line of the ugly new houses all along Pool Side, where the Hobbiton Road ran close to the bank.  An avenue of trees had stood there.  They were all gone.  And looking with dismay up the road towards Bag End they saw a tall chimney of brick in the distance.  It was pouring out black smoke into the evening air.”

links that political movement to the despoliation of the old natural world by the Industrial Revolution.

Behavior in this new Shire is based upon “orders” and here we really see the hand of Sharkey, who is, of course, Saruman.  Here’s what he says to try to seduce Gandalf into joining him:

“A new Power is rising…As the Power grows, its proved friends will also grow…We can bide our time, we can keep our thoughts in our hearts, deploring maybe evils done by the way, but approving the high and ultimate purpose:  Knowledge, Rule, Order…”  (The Fellowship of the Ring, Book Two, Chapter 2, “The Council of Elrond”)

And the most important element in that purpose is “Order”.  It’s no wonder that Saruman is murdered.

Green and Quiet.1

We’ve always loved the lines

“By some curious chance one morning long ago in the quiet of the world, when there was less noise and more green…”

which open the paragraph in which Gandalf first appears in The Hobbit and the story actually begins.

For JRRT, green and quiet are the ideal, but things have clearly changed—as this sentence implies, now there is more noise and less quiet.  In our time—and even before Tolkien’s childhood in the late 19th century—the green and quiet were and are going thanks to the Industrial Revolution.  Or so we thought.  Reading Tolkien, however, we begin to believe that it’s goblins:

“Now goblins are cruel, wicked, and bad-hearted.  They make no beautiful things, but they make many clever ones.  They can tunnel and mine as well as any but the most skilled dwarves, when they take the trouble, though they are usually untidy and dirty.  Hammers, axes, swords, daggers, pickaxes, tongs, and also instruments of torture, they make very well, or get other people to do the work to make to their design, prisoners and slaves that have to work till they die for want of air and light.  It is not unlikely that they have invented some of the machines that have since troubled the world, especially the ingenious devices for killing large numbers of people at once, for wheels and engines and explosions always delighted them, and also not working with their own hands more than they could help; but in those days and those wild parts they had not advanced (as it is called) so far.”  (The Hobbit, Chapter Four, “Over Hill and Under Hill”)

In our last posting, we had linked this passage with the invention of poison gases by German scientists and their use first by German soldiers and then by the Allies in the Great War, but we would like to add to that idea that this may be in reality a larger indictment, of the Industrial Revolution and the effects it had had upon the English countryside.

This revolution had begun in the 18th century, in Britain, when the country was first becoming a major mercantile and colonial power and the demand for British goods—especially British wool and cloth—was growing.  A succession of inventions from the 1760s on had turned a (literal) “cottage industry” of clothing-making—

into something which produced thread and cloth on a massive scale in early factories.

These factories, often called “mills” because of their original use of waterpower,

as was done in the small factories which, all the way back to Roman times, had ground grain into flour,

could also, in time, be run by steam power.

Mills of this sort soon became prototypes for factories built to mass-produce anything

and soon the air around cities was thick with smoke and industrial waste.

With no laws to stop them, mill/factory owners bought up land, employed people (many of them ex-cottage workers thrown out of work by the very factories they now sought work in) in near-slave conditions—including children–and polluted water and air with no fear of punishment.  Here is Charles Dickens’ description of a town filled such places, from his 1854 novel, Hard Times:

“It was a town of red brick, or of brick that would have been red if the smoke and ashes had allowed it; but as matters stood, it was a town of unnatural red and black like the painted face of a savage. It was a town of machinery and tall chimneys, out of which interminable serpents of smoke trailed themselves for ever and ever, and never got uncoiled. It had a black canal in it, and a river that ran purple with ill-smelling dye, and vast piles of building full of windows where there was a rattling and a trembling all day long, and where the piston of the steam-engine worked monotonously up and down, like the head of an elephant in a state of melancholy madness. It contained several large streets all very like one another, and many small streets still more like one another, inhabited by people equally like one another, who all went in and out at the same hours, with the same sound upon the same pavements, to do the same work, and to whom every day was the same as yesterday and to-morrow, and every year the counterpart of the last and the next.”

Set this next to Gandalf’s description of what had happened to Isengard and you can see what we mean about goblins (here, Saruman and his orcs—but JRRT sometimes uses goblin and orc interchangeably) as what has destroyed the quiet and green:

“I looked on it and saw that, whereas it had once been green and fair, it was now filled with pits and forges…Over all his works a dark smoke hung and wrapped itself about the sides of Orthanc.”  (The Fellowship of the Ring, Book Two, Chapter 3, “The Council of Elrond”)

In 1895, Tolkien’s mother, Mabel,

who had been living in South Africa with her husband, brought her two sons, JRRT and Hilary, to the Birmingham area of England for a visit to relatives.

Unfortunately, while they were gone, Tolkien’s father died of rheumatic fever.  Mabel decided to stay in England and found a place for her sons and herself at Sarehole, southeast of Birmingham itself.

Birmingham was a booming product of that Industrial Revolution, which we’re sure is why Mabel chose a tiny village several miles away.

Birmingham was also an ancient settlement, (here’s a LINK to a minitour of the medieval town) but had mushroomed, both in factories and population even at the beginning of the 19th century, as this verse from a music hall song from 1828 by James Dobbs depicts:

‘I remember one John Growse,
Who buckles made in Brummagem,
He built himself a country house,
To be out of the smoke of Brummagem
But though John’s country house stands still,
The town itself has walked up hill,
Now he lives beside a smoky mill,
In the middle of the streets of   Brummagem.”

(James Dobbs (1781-1837), “I Can’t Find Brummagem”.  Brummagem is an old local nickname for Birmingham.  Here’s a LINK so that you can see the whole song and its tune, which we know as “Duncan Grey”.  If you go to the link, you’ll notice we’ve made a few editorial additions, which we knew from another version of the song and which help the words to better fit the tune.)

And yet, although Sarehole had an old mill, it was not like those in Birmingham or even in Dickens,

and, in later years, in fact, Tolkien saw the little village beyond it as a kind of paradise, as he said in an interview:

‘It was a kind of lost paradise,’ he said. ‘There was an old mill that really did grind corn with two millers, a great big pond with swans on it, a sandpit, a wonderful dell with flowers, a few old-fashioned village houses and, further away, a stream with another mill. I always knew it would go – and it did.’

This strong contrast between green and quiet and its opposites, as seen in Sarehole versus Birmingham, early in Tolkien’s life, and the two stages of Isengard, will appear again in the Shire as Saruman/Sharkey has planned.  The green and quiet is literally uprooted and even Sandyman’s old mill is a victim of the goblinesque work as Farmer Cotton says:

“But since Sharkey came they don’t grind no more corn at all.  They’re always a-hammering and a-letting out a smoke and stench, and there’s no peace even at night in Hobbiton.  And they pour out filth a purpose; they’ve fouled all the lower Water, and it’s getting down into Brandywine.”

Those who work for Sharkey are men, but, as you can see, under his influence, they act very much like those destructive goblins with which we began.   For all that he rode in automobiles and trains and used telephones and typewriters, JRRT was never quite happy in the modern world and, considering that the goblins seemed always poised to ruin more green and produce more noise at the command of a modern-day Saruman, it’s perhaps not surprising.  It’s also not surprising, we would add, that his favorite creatures, trees, are the ones who destroy Saruman’s handiwork at Isengard and return it to a leafy park.

All Thin, Sort of Stretched

Once before, we wrote about the Scouring of the Shire and about the queer events after Saruman’s death, but, recently, we’ve come across something which might suggest an explanation.

This past term/semester, one of us taught Bram Stoker’s 1897 novel, Dracula, for the first time (and it seemed to be a big hit, we might add), as we’ve also mentioned before.

In the book, Professor Van Helsing tells the protagonists that Dracula:

“…must, indeed, have been that Voivode Dracula who won his name against the Turk, over the great river on the very frontier of Turkey-land.” (Dracula, Chapter XVIII)

If indeed true, this would mean that the Un-dead figure in the novel, who, historically, had been born about 1430, would, at the time of the novel, be about 467 years old.  Van Helsing explains this longevity:

“The vampire live on, and cannot die by mere passing of the time; he can flourish when that he can fatten on the blood of the living.”

Worse—

“Even more, we have seen amongst us that he can even grow younger; that his vital faculties grow strenuous, and seem as though they refresh themselves when his special pabulum is plenty.” [pabulum is a little odd here, to us, as it’s an early word for “baby food”—perhaps Van Helsing is being sarcastic?]

We were easily, as always, prompted back to JRRT here and something Bilbo says to Gandalf when he is about to leave Bag End in the first chapter of The Lord of the Rings:

“I am old, Gandalf.  I don’t look it, but I am beginning to feel it in my heart of hearts.  Well-preserved indeed!…Why, I feel all thin, sort of stretched, if you know what I mean:  like butter that has been scraped over too much bread. That can’t be right.”  (The Fellowship of the Ring, Book One, Chapter 1, “A Long-Expected Party”)

Hobbits are, in comparison to humans in our current world and among non-Numenoreans in Middle-earth, a long-lived race, Bilbo’s family in particular being perhaps an extreme example, his grandfather, Gerontius (a small academic joke—geron in Greek means “old man”), living to be 130—and Bilbo will even surpass him, if only briefly.

“Stretched”, however, suggests something else—and we know, as Gandalf does, what that is–the Ring:

“A mortal, Frodo, who keeps one of the Great Rings, does not die, but he does not grow or obtain more life, he merely continues, until at last every minute is a weariness.  And if he often uses the Ring to make himself invisible, he fades:  he becomes in the end invisible permanently, and walks in the twilight under the eye of the Dark Power that rules the Rings.  Yes, sooner or later—later, if he is strong or well-meaning to begin with, but neither strength nor good purpose will last—sooner or later the Dark Power will devour him.”  (The Fellowship of the Ring, Book One, Chapter 2, “The Shadow of the Past”)

And so, Bilbo would have felt more and more “stretched”, had he not given it up, even as he continued to go on existing–Gollum, after all, is nearly 600 when he meets Bilbo for the riddling game.

As we’ve mentioned, the descendants of the Numenoreans had a naturally-extended life.  Aragorn, for instance, is 87 at the time of The Lord of the Rings, and 210 at his death in FA120.

Others in Middle-earth, however, have simply been given what would seem to be life spans practically without limit.  The elves, like Galadriel, are, in effect, immortal.  Likewise are the Istari—the “wizards”, like Gandalf.

This should extend to Saruman, as well.

And yet, something seems to have gone wrong here, as we wrote about some time ago.  Once Grima has cut his throat:

“To the dismay of those that stood by, about the body of Saruman a grey mist gathered, and rising slowly to a great height like smoke from a fire, as a pale shrouded figure it loomed over the Hill.  For a moment it wavered, looking to the West; but out of the West came a cold wind, and it bent away, and with a sigh dissolved into nothing.”

This isn’t the end, however.

“Frodo looked down at the body with pity and horror, for as he looked it seemed that long years of death were suddenly revealed in it, and it shrank, and the shriveled face became rags of skin upon a hideous skull.  Lifting up the skirt of the dirty cloak that sprawled beside it, he covered it over, and turned away.”  (The Return of the King, Book Six, Chapter 8, “The Scouring of the Shire”)

It’s never explained why the—for lack of a better word—spirit of Saruman disappears as it does.  The fact that it looks to the West—towards Valinor—and a cold wind blows from there suggests that, somehow, the Valar are punishing Saruman for betraying their trust and forbidding him from returning to them, as the living Gandalf will in the final chapter of the book (and for a second time, it seems, Gandalf having been “sent back” after his apparent death fighting the Balrog).

What Frodo sees in the sprawled body, however, suggests something more:  “long years of death were suddenly revealed in it”.  Here’s Stoker’s description of the end of Dracula:

“As I looked, the eyes saw the sinking sun, and the look of hate in them turned to triumph.

But, on the instant, came the sweep and flash of Jonathan’s great knife.  I shrieked as I saw it shear through the throat; whilst at the same moment Mr. Morris’ bowie knife plunged into the heart.

It was like a miracle; but before our very eyes, and almost in the drawing of a breath, the whole body crumble[d] into dust and passed from our sight.”  (Dracula, Chapter XXVII)

Bilbo and Gollum have continued to live because the Ring has given them the power to do so, but at a great cost, at least for Gollum, as Gandalf says.  Dracula has been given nearly 500 years because he has become a parasite on the living, but those years were his with the loss of his soul.  Could it be that Saruman, although given immortality because he is one of the Maiar, has, through his long years of plotting, either to work with Sauron or even to become Sauron, somehow become more like one of the Un-dead, gradually losing life even though immortal?

In which case, his end is much worse than that of Dracula, as one of the protagonists, Mina Harker, writes:

“I shall be glad as long as I live that even in that moment of final dissolution, there was in the face a look of peace, such as I never could have imagined might have rested there.”

This phrase “fifth column”, then, was picked up and began to be used world-wide to mean “traitors/betrayers from within” and was popular during the Second World War era.

In time, the Nazis recognized him as the head of Norway and he even had an audience with Hitler.

This time, a specific “fifth columnist” had not only betrayed his country, but also profited greatly from it and, when we looked at the dates—1936 and 1940—we wondered, as we so often do, if the current events of our world may have colored JRRT’s relation of the events in Middle-earth—even as we hasten to say, as we always do, that this is just a suggestion.
In his first meeting with Aragorn, Eomer is troubled and his veiled comments suggest just the same sort of fifth-columnist action:
“But at this time our chief concern is with Saruman. He has claimed lordship over all this land, and there has been war between us for many months…”
His concern, however, as we see, is for more than border security, as he says of Saruman:
“His spies slip through every net, and his birds of ill omen are abroad in the sky. I do not know how it will all end, and my heart misgives me; for it seems to me that his friends do not all dwell in Isengard. But if you come to the king’s house, you shall see for yourself.” (The Two Towers, Book Three, Chapter 2, “The Riders of Rohan”)
So, all is not well, not only in Rohan, but in Meduseld itself. When Gandalf and the other survivors of the Fellowship arrive at the gates of Edoras, they are stopped by guards and by a command from Theoden, king of Rohan—or is it? A guard says:
“It is but two nights ago that Wormtongue came to us and said that by the will of Theoden no stranger should pass these gates.” (The Two Towers, Book Three, Chapter 6, “The King of the Golden Hall”)
“Wormtongue” seems a very odd name—do worms actually have tongues?

But this isn’t a worm, it’s a “worm”—an old term for “dragon”.

And, if Smaug’s speech and its effect upon Bilbo is anything to go by:
“Bilbo was now beginning to feel really uncomfortable. Whenever Smaug’s roving eye, seeking for him in the shadows, flashed across him, he trembled, and an unaccountable desire seized hold of him to rush out and reveal himself and tell all the truth to Smaug. In fact he was in grievous danger of coming under the dragon-spell.” (The Hobbit, Chapter 12, “Inside Information”)
then a person having a dragon tongue might be a real threat, as Wormtongue, seated at Theoden’s feet,

inserts himself between Gandalf and Theoden:
“Why indeed should we welcome you, Master Stormcrow? Lathspell I name you, Ill-news; and ill news is an ill guest they say.”
Gandalf immediately resists this and, in a burst of power, breaks the real “spell”—the dragon’s words which Grima Wormtongue has been pouring into Theoden’s ears, as Theoden says to him of Gandalf’s efforts: “If this is witchcraft…it seems to me more wholesome than your whisperings. Your leechcraft [that is, “medical skill”—obviously ironic here] ere long would have had me walking on all fours like a beast.”
[A footnote here—is JRRT making a quiet reference to the fate of Nebuchadnezzar, king of Babylon, mentioned in the book of Daniel in the Old Testament? In Chapter 4, the king is driven mad and spends seven years as a grazing animal to prove the power of the Hebrew divinity. Here is William Blake’s (1757-1827) striking depiction of the mad king.]

Certainly something Grima has been doing has affected Theoden, as he is initially described as “a man so bent with age that he seemed almost a dwarf…” and this shrinking is suddenly reversed when Gandalf strikes Grima down:
“From the king’s hand the black staff fell clattering on the stones. He drew himself up, slowly, as a man that is stiff from long bending over some dull toil. Now tall and straight he stood, and his eyes were blue as he looked into the opening sky.”
For all that Grima has been blocked and Theoden restored, the fifth columnist tries once more. When he is told that he must ride with the king and his warriors to battle, he makes a countersuggestion:
“One who knows your mind and honours your commands should be left in Edoras. Appoint a faithful steward. Let your counsellor Grima keep all things till your return…”
But he gives himself away by finishing that sentence with “and I pray that we may see it, though no wise man will deem it hopeful.”
And Gandalf sees all too clearly what is behind Grima’s proposal—and who is behind it:
“Down, snake!…Down on your belly! How long is it since Saruman bought you? What was the promised price?…”

Although it is said that Grima deserves death for his treachery, he is allowed to flee, and, when we next see him, he is with his true master, acting as his “footman” as Gandalf calls him (The Two Towers, Book Three, Chapter 10, “The Voice of Saruman). And here, as Bilbo’s pity has preserved Gollum for an unseen but vital part in the later story of the Ring, so Gandalf’s mercy to Grima preserves him for two final acts: first, his mistaken use of a palantir as a missile, which puts it into Gandalf’s hands and, ultimately into Aragorn’s, who shakes Sauron’s nerve with it; second, Saruman’s ultimate end:
“[Saruman] kicked Wormtongue in the face as he groveled, and turned and made off. But at that something snapped: suddenly Wormtongue rose up, drawing a hidden knife, and then with a snarl like a dog he sprang on Saruman’s back, jerked his head back, cut his throat, and with a yell ran off down the lane.” (The Return of the King, Book Six, Chapter 8, “The Scouring of the Shire”)

Grima doesn’t survive this attack, however: “Before Frodo could recover or speak a word, three hobbit-bows twanged and Wormtongue fell dead.”
Merry calls these final acts of violence “the very last end of the War”, but we would suggest a parallel with a specific event in our world: the end of Vidkun Quisling–executed by firing squad in October, 1945, for treason. Could we say that Grima’s death—deserved earlier, but deferred—was also a kind of execution for treason, against Rohan, finally carried out?
And a final thought: after World War 2, Quisling’s name became, for a time, an easy synonym for “fifth columnist/traitor”—could we imagine that, in the Common Speech of Middle-earth after the War of the Ring, the same might have happened to “Grima Wormtongue”?

Welcome, dear readers, as always.

In a letter to his aunt, Jane, dated 8-9 September, 1962, JRRT wrote:

“Every tree has its enemy, few have an advocate.” (Letters, 321)

We know, from his letters and from interviews, just how passionate he was about trees,

but we were immediately caught by just how very Treebeardish he sounded:

“I am not altogether on anybody’s side, because nobody is altogether on my side, if you understand me…” (The Two Towers, Book Three, Chapter 4, “Treebeard”)

Trees almost seemed to be people to Tolkien—in fact, we know that Treebeard was based in part upon a person—his friend, CS Lewis—at least his voice and manner of speaking.

As near-people, then, to Tolkien, their destruction would have been a kind of murder.  With that in mind, we thought of our last posting, in which we quoted Farmer Cotton talking about Sharkey’s regime in the Shire, including “They cut down trees and leave ‘em lie.”  (The Return of the King, Book Six, Chapter 8, “The Scouring of the Shire”).  And we wondered whether, behind this, JRRT was talking not only about the orcs’ wanton devastation of trees,

but also reliving the Battle of the Somme, in 1916, and seeing once more the acres of unburied dead (60,000 British casualties alone on the first day, 1 July, 1916).

Certainly Treebeard saw this as murder, as he says to Merry and Pippin about Saruman

“He and his foul folk are making havoc now.  Down on the borders they are felling trees—good trees.  Some of the trees they just cut down and left to rot—orc-mischief that; but most are hewn up and carried off to feed the fires of Orthanc…Curse him root and branch!  Many of those trees were my friends, creatures I had known from nut and acorn; many had voices of their own that are lost for ever now.  And there are wastes of stump and bramble where once there were singing groves.”  (The Two Towers, Book Three, Chapter 4, “Treebeard”)

Saruman, a person with “a mind of metal and wheels”, who was “plotting to become a Power”,

has turned Isengard into a vast factory, where “there is always a smoke rising”.

Thus, just as JRRT may have been recalling the Battle of the Somme, so perhaps he was also suggesting  the industrialization which had been in full swing when he was born and which he disliked intensely and which was reducing much of the part of England in which he grew up to the smoking wasteland Sharkey tried to make the Shire

as we see in this Alan Lee depiction.

Of course the deforestation went back long before the Industrial Revolution began.  Once upon a time, great forests covered much of the northern European world and humans lived in the midst of miles and miles of trees in clearings which they cut for themselves.

And we still have a distant memory of these, we would suggest, in some of our fairy tales.  If you think about the Brothers Grimm fairy tale of “Haensel and Gretel”, for example,

you’ll remember that, not only did the children live in the middle of such forest, as did the witch, but their father was a woodcutter, someone who would have been involved in that very deforestation, if in a very small way.

This memory, collected by the Grimms and others in folktale form in the early 19th century, also provided inspiration for the German Romantics—as you can see in this painting by one of their greatest painters, Caspar David Friedrich (1774-1840).

To those Romantics, the forest was scary—but fascinating, as well—and disappearing, as the industrialism which JRRT disliked swallowed it.

Wood was, however, the plastic of the world for many generations, with infinite uses, from home heating to ship-building, and, wherever humans settled, wood was eaten up.  Here is a telling chart for Britain of the contrast between 2000BC and 1990AD.

It is no surprise, then, that, during the 17th century colonization of what is called New England in the US, a major attraction was the availability of wood and the colonists took full advantage of that availability, as this chart shows—

The forest which Treebeard shepherds is, in fact, rather like the forest depicted in that chart of Britain, as Aragorn says:

“Yes, it is old…as old as the forest by the Barrow-downs, and it is far greater.  Elrond says that the two are akin, the last strongholds of the mighty woods of the Elder Days, in which the Firstborn roamed while Men still slept.”  (The Two Towers, Book Three, Chapter 2, “The Riders of Rohan”)

But what would have happened to it had Saruman not lost Isengard to the very trees he was destroying?

In thinking about this, we were reminded of another woodcutter in a children’s story.

Would this have been Fangorn’s fate?  We have only to look at Mordor to believe it might have been, when all the trees fell silent.

In 1939, a Russian children’s author, Alexander Volkov, published The Wizard of the Emerald City.  When one compares it with a certain American book of about 40 years before, striking similarities appear, starting with the title character.  And the illustrations, by Leonid Vladimirsky, also have something familiar about them…

There was one very practical change, however:  the Tin Woodman became the “Iron Lumberjack”, which rectifies a mistake in the original.  When Dorothy discovers the Woodman, he has rusted in place, but tin can’t rust!

Welcome, dear readers, to the second part of our last (for the moment?) posting on the Shire. This is actually a two-part posting and is devoted to the takeover of the Shire by “Sharkey” and his followers and how it might have happened, based upon evidence from the texts of The Hobbit and The Lord of the Rings.

We decided upon a two-part posting because we saw the takeover as a two-step process. Initially, we believe that Saruman looked for someone within the Shire to act as his agent there and, as a local agent, both to foment the kind of discontent which would provoke a demand for change, and to act as the leader of that change.

Because the Shire had so little government and most problems were dealt with within families, we wondered if that discontent wouldn’t begin as something Shire-wide, but be found within one or more families, instead.

With this in mind, we immediately thought of the Sackville-Bagginses. From the final chapter of The Hobbit, it was clear that the S-Bs (as they’re called) had grievances against their cousins, the Bagginses, mostly because they wanted Bag End and its contents.

How this led to leaguing with Saruman is not explained, but merely suggested, by Pippin, who says, of reported disturbance in the Southfarthing:

“ ‘Whatever it is…Lotho will be at the bottom of it:   you can be sure of that.” The Return of the King, Book Six, Chapter 7, “Homeward Bound”

This is then confirmed when the hobbits reach the bridge over the Brandywine and one of the hobbit guards (Hob Hayward), mentions “the Chief…up at Bag End.”

Frodo, who has sold his house at Bag End (see The Fellowship of the Ring, Book One, Chapter 3, “Three is Company”) to the S-Bs, immediately asks Hob, “ ‘Chief? Chief? Do you mean Mr. Lotho?’ said Frodo.” The Return of the King, Book Six, Chapter 8, “The Scouring of the Shire”

Otho and Lobelia had been Bilbo’s enemies long ago, but, whereas Lobelia is still alive, Otho is long dead and Lotho (and yes, the word “loathe” must lie just below the surface here, though this is probably not his name in the Common Tongue, just as Pippin’s name isn’t Pippin), his son, has somehow become not the Mayor of the Shire (who is actually Will Whitfoot), but the much vaguer (and more menacing) “the Chief”. (We also note that “Mr. Lotho” is a courtesy title and one for established land-owners, really, and not for Lotho.)

The family theme is underlined when Hob replies that “we have to say ‘the Chief’ nowadays” and Frodo says, in turn:

“ ‘Do you indeed!’ said Frodo. ‘Well, I am glad he has dropped the Baggins at any rate. But it is evidently high time that the family dealt with him and put him in his place.’ ”

If Frodo’s remark suggests the familial aspect of justice in the Shire, the reply of an anonymous hobbit to it suggests the second or external step of the takeover:

“A hush fell on the hobbits beyond the gate. ‘It won’t do no good talking that way,’ said one. ‘He’ll get to hear of it. And if you make so much noise, you’ll wake the Chief’s Big Man.’ ”

As JRRT began The Lord of the Rings in 1937, just four years after the Nazis took control of Germany, “The Chief” surely has echoes of “Der Fuehrer”, which simply means “The Leader”.

In which case, should we associate the threat of “the Chief’s Big Man” with everything from the SA

Merry, at least, certainly makes a connection with something which Butterbur had said earlier:

“It all comes of those newcomers and gangrels that began coming up the Greenway last year, as you may remember; but more came later. Some were just poor bodies running away from trouble; but most were bad men, full o’ thievery and mischief.” The Return of the King, Book Six, Chapter 7, “Homeward Bound”

Answering the anonymous voice, Merry says:

“If you mean that your precious Chief has been hiring ruffians out of the wild, then we’ve not come back too soon!”

When the Big Man appears, Merry’s conclusion is confirmed: it’s Bill Ferny, who, Butterbur believes, who had been involved in a minor battle in Bree, in which five hobbits had been killed:

“ ‘And Harry Goatleaf that used to be on the West-gate, and that Bill Ferny, they came in on the strangers’ side, and they’ve gone off with them; and it’s my belief they let them in. On the night of the fight I mean.’ “

If some of these “Big Men” were criminal drifters from the east, almost randomly recruited, there were others who were sent.

“ ‘It all began with Pimple, as we call him,’ said Farmer Cotton; ‘and it began as soon as you’d gone off, Mr. Frodo.   He’d funny ideas, had Pimple. Seems he wanted to own everything himself, and then order other folk about. It soon came out that he already did own a sight more than was good for him; and he was always grabbing more, though where he got the money was a mystery: mills and malt-houses and inns, and farms, and leaf-plantations. He’d already bought Sandyman’s mill before he came to Bag End, seemingly.

Of course he started with a lot of property in the Southfarthing which he had from his dad; and it seems he’d been selling a lot o’ the best leaf, and sending it away quietly for a year or two. But at the end o’ last year he began sending away loads of stuff, not only leaf. Things began to get short, and winter coming on, too.   Folk got angry, but he had an answer. A lot of Men, ruffians mostly, came with great wagons, some to carry off the goods south-away, and others to stay. And more came. And before we knew where we were they were planted here and there all over the Shire, and were felling trees and digging and building themselves sheds and houses just as they liked…”

There is a bit more to add to this. The “Big Men” were not alone. As in our own historical world of Nazi occupiers, there were those willing to collaborate, as Robin Smallburrow tells Sam:

“There’s hundreds of Shirriffs all told, and they want more, with all these new rules. Most of them are in it against their will, but not all. Even in the Shire there are some as like minding other folk’s business and talking big. And there’s worse than that: there’s a few as do spy-work for the Chief and his Men.”

With Farmer Cotton’s narrative, however, the two steps come together: the local was, indeed, as Pippin has suspected, Lotho. The external was a combination of opportunists, like Bill Ferny, and agents dispatched from an unnamed southern source, but we know that it was “Sharkey” who sent them, just as we know that “Sharkey” was Saruman, who was still capable of mischief—but not “in a small mean way”.

This is, we think, the last in our Shire Portrait series (although a 2-parter)—at least for the moment. In it, we intend to consider just how the Shire fell into the hands of “Sharkey” and his “boys”.

The Ring destroyed and the King returned, Gandalf, the Hobbits, and a party of Elves are traveling back toward Rivendell and beyond when they come upon Saruman and Grima, now no more than Saruman’s slave.

It is not a happy meeting, as can be imagined. When offered help, Saruman replies:

“All my hopes are ruined, but I would not share yours. If you have any…You have doomed yourselves, and you know it. And it will afford me some comfort as I wander to think that you pulled down your own house when you destroyed mine.” The Return of the King, Book 6, Chapter 6, “Many Partings”

In such a mood, it can be imagined how he treats the Hobbits—even when Merry offers him pipe-weed, which he does while commenting, less than tactfully, on its origin:

“ ‘You are welcome to it; it came from the flotsam of Isengard.’

‘Mine, mine, yes and dearly bought!’ cried Saruman, clutching at the pouch. ‘This is only a repayment in token; for you took more, I’ll be bound. Still, a beggar must be grateful, if a thief returns him even a morsel of his own. Well, it will serve you right when you come home, if you find things less good in the Southfarthing than you would like. Long may your land be short of leaf!’”

Saruman’s remark—a curse, really—resonates especially with Sam.

“’Ah!’ said Sam. ‘And bought he said. How, I wonder? And I didn’t like the sound of what he said about the Southfarthing. It’s time we got back.’” The Return of the King, Book 6, Chapter 6, “Many Partings”

This is a natural reaction on Sam’s part because of what he had seen in Galadriel’s mirror, we presume.

“’Hi!’ cried Sam in an outraged voice. ‘There’s that Ted Sandyman a-cutting down trees as he shouldn’t. They didn’t ought to be felled: it’s that avenue beyond the Mill that shades the road to Bywater…

But now Sam noticed that the Old Mill had vanished, and a large red-brick building was being put up where it stood. Lots of folk were busily at work. There was a tall red chimney nearby. Black smoke seemed to cloud the surface of the Mirror…

‘I can’t stay here,’ he said wildly. ‘I must go home. They’ve dug up Bagshot Row, and there’s the poor old Gaffer going down the Hill with his bits of things on a barrow…” The Fellowship of the Ring, Book 2, Chapter VII, “The Mirror of Galadriel”

At the time, Galadriel had told him

“’You cannot go home alone,’ said the Lady. ‘You did not wish to go home without your master before you looked in the Mirror, and yet you knew that evil things might well be happening in the Shire. Remember that the Mirror shows many things, and not all have yet come to pass. Some never come to be, unless those that behold the visions turn aside from their path to prevent them. At this point, we know from two sources that Saruman has had commercial dealings with the Southfarthing.

First, of course, we’ve just seen it confirmed by Saruman’s response to Merry. Second is that scene at Isengard, where Gandalf, Theoden, Eomer, and Aragorn, travel with an escort and find there Merry and Pippin, who tell them of their discovery of two small casks:

“ ‘My dear Gimli, it is Longbottom Leaf! There were the Hornblower brandmarks on the barrels, as plain as plain. How it came here, I can’t imagine.” The Two Towers, Book Three, Chapter 9, “Flotsam and Jetsam”

Knowing, however, of Saruman’s increasing interest in the Shire, we can imagine that one of his agents, active in the Southfarthing, had acquired it for him. As the Appendix B, “The Tale of Years” tells us, under TA2953:

[Saruman] notes his [Gandalf’s] interest in the Shire. He soon begins to keep agents in Bree and the Southfarthing.” (page 1089 in Appendix B)

Spying was clearly only the beginning for Saruman, however. The actual evidence for his eventual take-over is scattered throughout The Lord of the Rings, but we believe that it can be pieced together to provide a picture of how it must have been done. It was a two-step process.

First, he appears to have gained knowledge of internal dissatisfaction within the Shire. Because there is really nothing political in the Shire–as readers will know from the first posting in this series, there is virtually no government—this unrest was domestic—as is said in the Prologue, “Families for the most part managed their own affairs.”

In the case of Bilbo and Frodo, the dissatisfied were the Sackville-Bagginses. We first met them in the last chapter of The Hobbit, where they were described as “Bilbo’s cousins” and were shown as being actively involved in the auction of the “effects of the late Bilbo Baggins Esquire”—as well as in the disappearance of some merchandise not auctioned off:

“Many of his silver spoons mysteriously disappeared and were never accounted for. Personally he suspected the Sackville-Bagginses. On their side they never admitted that the returned Baggins was genuine and they were not on friendly terms with Bilbo ever after.” The Hobbit, Chapter 19, “The Last Stage”

It was one more blow to the Sackville-Bagginses when Bilbo rescued the now-orphaned Frodo from “those queer Bucklanders” and brought him to live at Bag End, as Gaffer Gamgee related in The Ivy Bush:

“ ‘But I reckon it was a nasty knock for those Sackville-Bagginses. They thought they were going to get Bag End, that time he went off and was thought to be dead. And then he comes back and orders them off; and he goes on living and living, and never looking a day older, bless him! And suddenly he produces an heir, and has all the papers made out proper. The Sackville-Bagginses won’t never see the inside of Bag End now, or it is to be hoped not.’ “ The Fellowship of the Ring, Book One, Chapter 1, “A Long-Expected Party”

Bad blood, then, on several counts—and, for Saruman, looking for a way in, a great opportunity.

Bilbo might have suspected them of spoon-pilfering, but his was a more generous nature, however, and he even invited them to his and Frodo’s joint birthday party.

“The Sackville-Bagginses were not forgotten. Otho and his wife Lobelia were present. They disliked Bilbo and detested Frodo, but so magnificent was the invitation card, written in golden ink, that they had felt it impossible to refuse…” The Fellowship of the Ring, Book One, Chapter 1, “A Long-Expected Party”

On the other hand, Bilbo does not please them when he announces that Frodo is coming into “his inheritance”—

“The Sackville-Bagginses scowled, and wondered what was meant by ‘coming into his inheritance’ “ and, when Bilbo makes his startling disappearance, they “departed in wrath”. (quotations from Chapter One).

And yet they didn’t quite depart. It seems they have only stepped away from the party, only to return to cause trouble, demanding to see Bilbo’s will.

“Otho would have been Bilbo’s heir, but for the adoption of Frodo. He read the will carefully and snorted. It was, unfortunately, very clear and correct…” The Fellowship of the Ring, Book One, Chapter 1, “A Long-Expected Party”

Otho “snapped his fingers under Frodo’s nose and stumped off”, but Lobelia, his wife, remained, and Frodo later found her “still about the place, investigating nooks and corners, and tapping the floors. He escorted her firmly off the premises, after he had relieved her of several small (but rather valuable) articles that had somehow fallen inside her umbrella.” And she leaves with a kind of threat and what she believes is an insult:

“ ‘You’ll live to regret it, young fellow! Why didn’t you go too? You don’t belong here; you’re no Baggins—you—you’re a Brandybuck!’ ”

It’s never said why there is such an animus held by the Sackville-Bagginses against the Bagginses, but there is clearly something wrong with the S-Bs, from their covetousness to Lobelia’s open theft, and whatever is wrong is just what Saruman will find and exploit. Our next mention of them is oblique and it has to do with that pipe-weed. Merry and Pippin have been explaining how they had come to discover it at Isengard and all seems clear—

“ ‘All except one thing,’ said Aragorn: ‘leaf from the Southfarthing in Isengard. The more I consider it, the more curious I find it. I have never been in Isengard, but I have journeyed in this land, and I know well the empty countries that lie between Rohan and the Shire. Neither goods nor folk have passed that way for many a long year, not openly. Saruman had secret dealings with someone in the Shire, I guess. Wormtongues may be found in other houses than King Theoden’s…” The Two Towers, Book Three, Chapter 9, “Flotsam and Jetsam

With that faint foreboding, we hear no more until Gandalf and the Hobbits are once more leaving Bree and Butterbur says, almost in passing:

“ ‘I should have warned you before that all’s not well in the Shire neither, if what we hear is true. Funny goings on, they say.’ “ The Return of the King, Book Six, Chapter 7, “Homeward Bound”

With Butterbur’s words in their ears, the Hobbits ride out and conversation begins:

“ ‘I wonder what old Barliman was hinting at,’ said Frodo.

‘I can guess some of it,’ said Sam gloomily. ‘What I saw in the Mirror: trees cut down and all, and my old gaffer turned out of the Row. I ought to have hurried back quicker.’

‘And something’s wrong with the Southfarthing evidently,’ said Merry. ‘There’s a general shortage of pipe-weed.’

‘Whatever it is,’ said Pippin, ‘Lotho will be at the bottom of it: you can be sure of that.’”

Here again, after Aragorn’s remark long before, we see that pipe-weed turn up—and associated somehow with a Sackville-Baggins. Butterbur has already replied to Gandalf’s request for it that “That’s the one thing that we’re short of, seeing how we’ve only got what we grow ourselves, and that’s not enough. There’s none to be had from the Shire these days.”

It’s never explained why Pippin makes the connection with Lotho at this point—was the bad blood between the Bagginses and the Sackville-Bagginses part of a darker picture of the S-Bs? This seems more than possible when Gandalf adds to Pippin’s remark:

“ ‘Deep in, but not at the bottom,’ said Gandalf. ‘You have forgotten Saruman. He began to take an interest in the Shire before Mordor did.’”

And now we begin to see a potential bigger pattern: Saruman-an S-B-Shire and, with it, the second step in the take-over of the Shire, that from outside. But that’s for Shire Portrait 5b: “Hostile Take-Over.2”, next time.

Welcome, dear readers, as always.

In our last post (well, next-to-last–the last was on circuses), we talked about museums and Mathom-houses and, thinking that the Shire had a museum, made us wonder about what we might call “Shire culture” in general. What is it which makes the Shire the Shire?

To go about answering that, we tried to think of a model. Could we imagine ourselves doing a tourist brochure? A wiki article? And where would we begin?

Suppose, we thought, we begin with the outermost shell, rather as in our world: the government.

The first ten pages of the Prologue to The Lord of the Rings contain a good deal of information about hobbits and their homeland, with many other details to be gleaned from the main body of the text and the appendices and some from The Hobbit. There is undoubtedly more yet to be found in several of the subsidiary volumes, but we decided that, to make this a series of readable posts and not a small encyclopedia, we would stick to the two main works.

With all of that material to help us, all we needed was an entry point—and, almost immediately, we decided that we could begin where we left off, with that very museum, which originally attracted us because it stood out as something one would expect from a much more organized state, rather than from what, on the whole, appears to be such a rural and decentralized place.

After all, museums, as we have discussed, are a relatively recent invention in the west and public museums are even newer (the first state-sponsored museum in Britain, for example, only dates from the 1750s). Since our last posting, we’ve done a bit more research and, with one or two possible exceptions, it seems that public museums only begin to appear at all from the second half of the 17th century. (A quick and useful reference may be found at: https://museu.ms) Even so, such places have a good deal to say about a culture:

  1. that it values elements of its past, both historical and artistic, enough that it is willing to collect and preserve them
  2. that it believes that such elements should then be put upon public display (the why of that might include: to use for educational purposes—which assumes that the past has things to teach the present; to provide aesthetic pleasure; even to show the wealth and power of a state which has such a history and such artists)
  3. that it is willing to provide space, at the public expense, to house and display such things

or any of the other thousand wonderful museums around the world, big or small. And yet it is there and in the closest thing to a capital which the Shire has to offer, Michel Delving. It is only the closest thing because the Shire has almost no formal governing structure.

As the Prologue says:

“The Shire at this time had hardly any ‘government’. Families for the most part managed their own affairs…”

Originally, as the Prologue tells us, the Hobbits had moved into the land which would become the Shire with the permission of the high king of the North Kingdom, at Fornost. When the last king and his kingdom had fallen to the Witch King of Angmar, the Hobbits replaced him with a “Thain” (actually an Old English word for, among other things, a “vassal”—that is, one who acts as a subordinate—in a feudal system, this might imply that the person has received land from someone higher on the social scale in return for taxes and/or military service).  Here’s a thegn (Old English spelling) as a warrior.

By the time of The Hobbit, this office had dwindled, but not quite disappeared:

“The Thain was the master of the Shire-moot, and captain of the Shire-muster and the Hobbitry-in-arms, but as muster and moot were only held in times of emergency, which no longer occurred, the Thainship had ceased to be more than a nominal dignity.”

In fact,

“The only real official in the Shire at this date was the Mayor of Michel Delving (or of the Shire), who was elected every seven years at the Free Fair on the White Downs at the Lithe, that is at Mid-summer. As mayor almost his only duty was to preside at banquets, given on the Shire-holidays, which occurred at frequent intervals. But the offices of Postmaster and First Shirriff were attached to the mayoralty, so that he managed both the Messenger Service and the Watch. These were the only Shire-services, and the Messengers were the most numerous, and much the busier of the two. By no means all Hobbits were lettered, but those who were wrote constantly to all their friends (and a selection of their relations) who lived further off than an afternoon’s walk.

The Shirriffs was the name that the Hobbits gave to their police, or the nearest equivalent that they possessed…they were in practice rather haywards than policemen, more concerned with the strayings of beasts than of people. There were in all the Shire only twelve of them, three in each Farthing, for Inside Work. A rather large body, varying at need, was employed to ‘beat the bounds’, and to see that Outsiders of any kind, great or small, did not make themselves a nuisance.”

This gives us the whole of the top level of Shire culture, the public face: a vestigial Thain (representative of the long-gone King), a figurehead Mayor, a postal service, and a tiny police force/border guard.

And how does any of these hold office?

The Thain, as we know, is hereditary.

The Mayor is, as quoted above, elected—although we have no idea of the process. Does one vote by town? By Farthing? Or is there simply a kind of country-wide method? We also have no idea of suffrage: who has the vote in the Shire? Is it general (England had general suffrage by the time JRRT was writing The Hobbit, all men over 21 by 1918, some women—householders over the age of 30—having been included in elections in 1918, women in general over 21 in 1928)? Or is it the older “only property-holders” method? Or are there “hereditary electors” who do the choosing? (As CD have just gone through an election here in the US, all of these questions, as you can imagine, are fresh in our minds!)

The “postmen” (our word) are, so far as we can tell, a mystery, both as to who they are or how they gain their employment.

Shirriffs appear to be volunteers, as we learn in “The Scouring of the Shire”, when Sam talks to Robin Smallburrow, who says “You know how I went for a Shirriff seven years ago, before any of this began.”

There being so little in the way of government, are there any public buildings except for the Mathom-house? If there are, we have yet to locate them. It’s striking that, when “Sharkey” takes over the Shire, he sets up a number of such places, but neither government buildings nor museums, instead, they are tokens of a police state: barracks and watch houses, dens reminding us of something which JRRT would have seen all too much of in newspapers and magazines, as well as newsreels as he worked on the early stages of The Lord of Rings:

Considering that there is a small policing force, as well as a kind of postal institution, we looked for another government department: the Internal Revenue Service. After all, we pay for our police and used to pay for postage stamps, back in pre-internet days, and we pay for public museums, too: how does it work in the Shire? The simple answer is, we don’t know. In fact, we don’t really know much about how the economy works in general. And that will be the subject of our next posting.

The Return of the King (Ludd)

Dear Readers, welcome, as always.

JRRT always actively denied that his work was allegorical, that somehow, for example, he meant Sauron to stand for Hitler (and why not Stalin?) and the Ring was the atomic bomb. In a draft of a letter from April, 1959, he wrote:

“I have no didactic purpose, and no allegorical intent. (I do not like allegory properly so called: most readers appear to confuse it with significance or applicability…” (Letters, 297-298)

And yet—

Well, someone born in 1892, who lived through everything from the Boer War (1899-1902) to the Great War (1914-1918) to the Second World War (1939-1945) and into the middle of the Cold War, with all of the proxy wars and wars for independence during the 1940s to 1970s, could not help being somehow at least affected by such large and dreadful events, particularly a man as sensitive and thoughtful as JRRT, and as historically-minded. Like it or not, Tolkien was entangled in contemporary history.

One way that this has struck us recently is rereading Letters and coming across this:

“There is only one bright spot and that is the growing habit of disgruntled men of dynamiting factories and power-stations; I hope that, encouraged now as ‘patriotism’, may remain a habit! But it won’t do any good, if it is not universal.” (JRRT to Christopher, 29 Nov 1943, Letters, 64)

Looking at that date, it is clear that what he is referring to is, in fact, the Allied bombing campaigns against the Reich (and as his son was training in the RAF—Royal Air Force—at the time, perhaps some part of him was also dreading that Christopher might be part of future bombing runs. After all, a general consensus is that the RAF lost over 50,000 killed in its war against Germany. This is, of course, small in contrast to the 60,000 casualties incurred by the British Army on the first day of the Somme, 1 July, 1916, alone, but, with warfare having become much more mobile again in 1939-1945, these were significant losses.)

Here are, in fact, photos of the bombing of a German factory and a power station—the very sort of thing Tolkien is describing.

(Although, for the sake of our posting, we feel that it’s necessary to show illustrations like these, it’s hard for us to do so. In those smoke clouds are the lives of men, women, and children, with all of the loss and misery which war always brings. Yoda says, “Wars not make one great” and, when we think of the human cost, it’s hard for us to disagree. We only wish that all the violence in history was confined to adventure stories and that, in real life, people got along and there was no need ever for such awful behavior against fellow human beings.)

But why does Tolkien describe current events in such an odd way, in which the pilots of the British and US Air Forces are “disgruntled men” and their bombing raids are depicted as “the growing habit…of dynamiting factories and power-stations”? We would say that it’s because he is, in a way, turning current history around and looking at the past through it metaphorically.

The letter begins:

“My political opinions lean more and more to Anarchy (philosophically understood, meaning abolition of control not whiskered men with bombs…” (Letters, 63)

Anarchy, being about resistance to organized state control, has a very long history, both east and west. What JRRT is alluding to here is, rather, the late-19th, early 20th-century cartoon version of it—

The real anarchists were deadly (pun intended) serious people, whose goal it was to criticize what they saw as the increasingly-intrusive top-down rule of the state and to suggest (and sometimes fight for) alternatives based upon loose associations of equals. If you know Monty Python’s Holy Grail, you’ll remember the scene in which King Arthur confronts someone who sounds at least like a Marxist, if not a full-fledged anarchist. (King Arthur and the Annoying Peasant from “Monty Python and the Holy Grail”) A central portion of the text includes this:

“WOMAN: I didn’t know we had a king. I thought that we were an autonomous collective.”

DENNIS: You’re fooling yourself. We’re living in a dictatorship…A self-perpetuating autocracy in which the working classes…”

Tolkien goes on to complain of what he believed was the growth and increasing facelessness of government, what he called the “Theyocracy” (63), but it’s clear from the later remark quoted above that what particularly disturbed him was the way in which he believed the state was involved in the ongoing Industrial Revolution, hence the focus upon “dynamiting factories and power-stations”.

JRRT’s objections to the ruination, as he saw it, of the world of his childhood run through all of his writings, but what we always think of first is its proxy version in “The Scouring of the Shire”, with its Saruman/Sharkey boss and everything from the wanton destruction of trees and the collectivization of the population to the building of what appear to be proto-factories.

And his reaction reminds us immediately of an earlier reaction to industrialization, not for aesthetic or political reasons, but for economic, that movement in early 19th-century England called “the Luddites”. The name comes from, well, there are a number of explanations, none of them being particularly believable. We know, however, that it was a secret movement of very loosely-organized groups of cloth workers, but not one large body with complex plans to overthrow the system. Perhaps as a mockery of the perception that they were such a large body, they, over time, created a mysterious “General Ludd” or even “King Ludd” to suggest that that body not only existed, but had a sinister leader.

The Luddites were made up of various segments of the traditional cloth-making industries who saw their livelihoods—and even their relative freedom—being destroyed by the introduction of large, water-powered mills filled with machinery which could do their jobs not only faster, but, as machines have no need for rest, also at a production level no human could ever match. Even if the workers kept to their trades, then, the mills and their output would simply swamp them.

This was also the time of the beginning of the Labo(u)r Movement in Britain and the government (not surprisingly, considering where the economic influences upon it might come from) had already begun to try to block it with the Combination Acts of 1799 and 1800, which placed severe penalties on workers attempting to form unions, or “combinations”.

When people tried simply to hold peaceful public meetings, the local authorities felt so threatened that they turned soldiers on the demonstrators, as here in Manchester, in August, 1819. 11 demonstrators were killed and several hundred were injured.

So much for peaceful demonstrations. The Luddites, seeing the attitude of the government, began to attack the mills and warehouses, as these posters show—

as well as the machines themselves.

Faced with the government, its laws, and its enforcement—which could even mean executing people, as was done at York in 1813—

the Luddites were a short-lived movement and had disappeared by about 1816.

Their idea about turning back the effects of the Industrial Revolution by violent means—at least in fantasy—however, clearly was still available, at least to JRRT in 1943.
